HCC Elections 2025 - Question 4 Responses

Question 4

In a recent audit shared on the Cycling UK Stevenage website we found that in 77% of randomly sampled locations across the town, the surface of the cycle path was worse than on the adjacent road. This was due to potholes, uneven surfaces and poor use of surface treatments. The Defect Management Approach currently used by HCC would appear to favour road maintenance over cycle infrastructure. This has led to a maintenance gap.
What would you do to close this gap and ensure that surfaces that people cycling use are prioritised in the future? How would you measure and publicly report progress toward this goal?

We would demand that repair and maintenance for cycle paths is given increased priority at Highways where cyclists are definitely seen as second-class. We would encourage county councillors to use more of their HLB funding on improving active travel routes rather than simply spending it on road maintenance. This is about changing attitudes at HCC to ensure a change of emphasis.
