Our response to Welsh Government’s Road Safety Partnership Plan

We respond to the Welsh Government’s publication of its Road Safety Partnership Plan 2026–2040, a new long-term strategy setting out how it aims to reduce road deaths and serious injuries across Wales through a Vision Zero and Safe System approach

The plan outlines priorities including safer speeds, improved road design, and increased support for people walking, wheeling and cycling. The full strategy can be read here: Road safety partnership plan | GOV.WALES 

Gwenda Owen, Wales advocacy and development lead at Cycling UK, said: 

“Recognising that people walking, wheeling, and cycling are most at risk on our roads, and that the system itself must be re-designed to protect them, reaffirms the Welsh Government’s commitment to putting active travel at the heart of road safety. But for the Road Safety Partnership Plan to work it needs sustained, ring-fenced funding to build cycling infrastructure that works for everyday journeys. 

“While the Welsh government has stated it will set targets to increase cycling and deliver safer roads, we’ve got no idea what they are yet. The commitment to Vision Zero is crucially needed but there needs to be a clear plan to show how this will actually be achieved. Wales has shown real leadership on active travel in the past and to keep this momentum, we need clarity on how it will set both realistic and ambitious targets.”
